In a freelance setting, these technical delivery activities need to be paired with clear scope, acceptance criteria and handover arrangements agreed with each client.

There is no single mandatory degree or licence identified in the cited national Web Developer qualification. Its entry criteria provide a skills-training route: Class 12 with a computer background; alternatively, Class 10 with two years of relevant experience; or a relevant NSQF Level 3 qualification with three years of relevant experience. Relevant experience can include work, internships and apprenticeships after relevant education.

A structured public-sector credential route is NIELIT’s Certified Web Developer programme. Its published course structure covers web-design fundamentals, HTML5, CSS, JavaScript, Bootstrap, Linux basics, PHP, MySQL/database connectivity and a website-development project. For income-tax filing, the correct return and tax treatment depend on the person’s facts and the applicable assessment year; the Income Tax Department publishes eligibility conditions for ITR-4, including presumptive business/profession income.
