What a government stenographer does

The core work is to capture spoken dictation in shorthand and produce an accurate computer transcription under time limits. DRDO’s published skill-test instructions require candidates to take dictated material, review shorthand notes, transcribe on an allotted computer, and complete comparison and correction within the prescribed period—activities that closely reflect the accuracy- and deadline-sensitive work of the role.

In central-secretariat settings, stenographer services are intended to assist senior and top-level officers. In practice, this places stenographic work alongside confidential secretarial support, preparation of typed material and office coordination; the exact distribution of duties depends on the employing ministry, department, laboratory or cadre rules.

Entry routes and eligibility

A broad central-government route is the SSC Stenographer Grade ‘C’ and ‘D’ examination, which the Staff Selection Commission describes as recruitment for stenographers in government ministries and departments. Candidates should use the live notice for the relevant examination cycle because eligibility, vacancies, age limits, language options, testing arrangements and department allocations can change.

For the DRDO-linked route represented by this node, CEPTAM has historically recruited Stenographer Grade-II in its Admin & Allied cadre. The CEPTAM-09 notice required a recognised 12th-class qualification, placed the post at an 18–27 age band subject to applicable relaxations, and used a computer-based Tier I followed by a mandatory qualifying dictation-and-transcription test. Treat these as an example from that advertisement, not as standing eligibility for a future DRDO vacancy.

CEPTAM is DRDO’s recruitment body, but a CEPTAM notification must actually include a stenographer post before it can be used as an entry route. For example, the currently listed CEPTAM-11 advertisement concerns STA-B and Technician-A positions, so applicants should not assume that every CEPTAM cycle recruits stenographers.

The SSC’s 2025 limited departmental examination notice states that Stenographer Grade ‘D’ officials seeking promotion to Personal Assistant must transcribe shorthand notes on computers. Strong English usage, careful listening, proofreading, document formatting and discretion are therefore practical complements to shorthand and typing ability.

Workplace and posting conditions

Central-government stenographers can be allocated to different ministries, departments and offices through SSC selection, with final placement linked to the applicable recruitment process and candidate preferences where the notice provides for them.

For DRDO’s Admin & Allied recruitment, the CEPTAM-09 notice stated that selected candidates could be appointed anywhere within the Union of India, including field or remote locations, according to organisational requirements. The same notice listed multiple possible stations and stated a minimum five-year period at the first posting, while allowing public-interest transfers. These are dated DRDO-notice conditions and may differ in a later recruitment cycle.

Progression pathways

Progression is cadre-specific rather than automatic. The SSC’s 2025 Grade ‘C’ Stenographers Limited Departmental Competitive Examination covered several services, including the Central Secretariat Stenographers Service, Indian Foreign Service Branch (B), Armed Forces Headquarters, Railway Board Secretariat, Election Commission and Central Vigilance Commission stenographer services.

In the Central Secretariat Stenographers Service example, regularly appointed Grade ‘D’ stenographers could seek promotion through the limited departmental examination after meeting the notice’s approved-service conditions; the 2025 notice generally specified six years, with a stated proviso for certain competitively appointed officials. Other named cadres applied different qualifying-service requirements. A move toward Personal Assistant is therefore possible, but depends on the employee’s service/cadre rules, length of approved service, examination and vacancies.

It also described eligibility for allowances and facilities under Government of India rules, including dearness allowance, house-rent allowance, transport allowance and medical facilities, and stated National Pension System coverage unless otherwise provided by rules.
