Quick facts
- What the role covers
- A Legal Manager in a PSU is a senior in-house legal role that typically advises management on legal risk, reviews and drafts contracts and tender documents, oversees litigation, coordinates external advocates, and monitors statutory obligations. The exact portfolio depends on the PSU’s sector and business.
- Typical qualification and experience
- Requirements are employer- and grade-specific. For example, BEL’s March 2026 legal recruitment required an LLB/BL from a recognised Indian university for Assistant Manager (Legal), preferred an LLM, and specified 4–5 years of relevant post-qualification experience; its Deputy Manager (Legal) role specified 8–9 years.
- How recruitment may work
- Selection is not uniform across PSUs. BEL’s March 2026 permanent legal recruitment used a written test followed by interview for qualifying candidates, while CMRL’s December 2024 contract legal recruitment used interview followed by medical examination.
- Indicative executive grades
- Legal management roles may sit in executive grades that differ by employer. BEL advertised Assistant Manager (Legal) at E-III and Deputy Manager (Legal) at E-IV in March 2026; POWERGRID’s published law-post list includes Assistant Officer Trainee (Law), Assistant Manager (Law), and Deputy Manager (Law).
Core responsibilities
The role is principally an in-house legal-risk and governance function. A PSU Legal Manager may review tender and transaction documents; draft and review contracts and agreements; identify legal implications for management; and advise on contract-management risk and remedial action.
The position also commonly manages disputes: reviewing outstanding litigation, coordinating with external-panel advocates, and ensuring that the organisation’s position is appropriately pursued before courts, tribunals, regulators, or other authorities. Sector-specific legal work can be substantial—for example, BEL’s 2026 legal roles sought capability in customs, foreign-trade-policy and tribunal-related work, whereas infrastructure PSUs may emphasise contracts, arbitration and land-acquisition matters.
Statutory compliance is an ongoing responsibility rather than a one-time checklist. The legal function monitors applicable obligations, helps ensure contractual documentation complies with statutory requirements, and escalates legal-risk issues to management.
- Review, vet and draft tenders, contracts, agreements and related legal documentation.
- Advise management and operating departments on legal exposure, contractual risk and compliance gaps.
- Track litigation and disputes; instruct, liaise with and monitor external counsel or panel advocates.
- Maintain oversight of statutory obligations and advise on compliance actions.
- Build expertise in the laws most relevant to the PSU’s sector, such as procurement, infrastructure, labour, customs, environment, land, taxation or regulatory law.
Entry routes and eligibility
The usual academic foundation is a full-time law degree: either a three-year LLB after graduation or a five-year integrated law degree, subject to the particular employer’s eligibility rules. BEL’s March 2026 Assistant Manager (Legal) and Deputy Manager (Legal) notice required an LLB/BL from a recognised Indian university and stated that an LLM would be preferred. HURL’s legal-officer notice similarly accepted a three-year LLB or five-year integrated law degree from a recognised Indian university or institute.
This is normally an experienced-hire role rather than an immediate graduate destination. Candidates commonly arrive after work as a Legal Officer, legal executive, advocate, law-firm associate or in-house counsel. Illustrative 2026 BEL requirements were 4–5 years of relevant post-qualification experience for Assistant Manager (Legal) and 8–9 years for Deputy Manager (Legal); CMRL’s 2024 JGM/AGM Legal recruitment required much longer experience, showing that thresholds rise sharply with seniority.
Recruitment mechanics vary by employer and appointment type. Candidates should rely on the current official advertisement for its precise qualification, age, experience, reservation, application-channel and selection requirements. Recent official examples include BEL’s written-test-plus-interview process and CMRL’s interview-plus-medical process.
- Complete an eligible law degree and retain degree, marks and experience documentation.
- Build post-qualification experience in relevant advisory, contracts, compliance, arbitration, litigation or regulatory work.
- Target Legal Officer, Assistant Manager (Legal), Manager (Legal) and comparable in-house legal vacancies, rather than assuming one common all-PSU entry examination.
- Read the specific advertisement closely: experience counted, required practice or industry exposure, grade equivalence, and selection stages can differ materially.
Skills to develop
Strong legal drafting is central: managers need to prepare or review contracts, agreements, tender-related documents, replies to notices, appeals and written submissions. The work also calls for the judgment to translate legal implications into practical advice for business and management teams.
Effective performance requires litigation and counsel-management capability as well as written and verbal communication. Official role specifications also point to the value of sector-specific legal knowledge—for example, contract and arbitration law for infrastructure work, or customs and foreign-trade law for an import-facing manufacturing function. Familiarity with corporate systems such as SAP/ERP can also be relevant in operational PSUs.
- Contract drafting, vetting and negotiation support.
- Legal research, issue-spotting and concise risk-based advice.
- Litigation management, briefing external counsel and tracking cases.
- Clear written submissions and stakeholder communication.
- Working knowledge of the PSU’s industry, procurement processes and relevant regulatory framework.
- Document-management and business-system literacy, including ERP exposure where required.
Workplace and employment context
The role is generally based in a corporate office, project office, unit or regional establishment, but its legal work is cross-functional: it interacts with procurement, projects, finance, HR, operations, compliance teams, management and external advocates. The balance between advisory work and court or tribunal matters depends on the employer’s sector and current disputes.
Location and mobility are employer-specific. A PSU may reserve the ability to post or transfer an employee according to organisational requirements; HURL’s official recruitment conditions expressly state that the company may transfer or post candidates to any department as required after joining. Candidates should check the vacancy’s stated location, employment basis and transfer conditions.
- Expect coordination with business and functional departments, not isolated desk-based legal work.
- Expect a mix of document review, internal advice, meetings with counsel and litigation or regulatory follow-up.
- Check whether the opening is permanent, fixed-term or contractual, and whether transfer liability applies.
Progression
Progression is not standardised across all PSUs, but legal executive ladders commonly use successive roles such as Legal Officer or trainee-level legal posts, Assistant Manager, Deputy Manager, Manager and more senior management positions. POWERGRID’s published law-post list includes Assistant Officer Trainee (Law), Assistant Manager (Law) and Deputy Manager (Law), while BEL’s 2026 notice placed Assistant Manager (Legal) at E-III and Deputy Manager (Legal) at E-IV.
Advancement depends on the employer’s service rules, available posts, performance and the depth of relevant post-qualification experience. At higher levels, the role typically expands from individual drafting and case handling toward portfolio supervision, legal-risk leadership, external-counsel oversight and advice to senior management.
- Possible near-term movement: Legal Officer or Assistant Manager (Legal) to Deputy Manager or Manager (Legal), subject to employer rules.
- Possible senior destinations: Senior Manager, General Manager or head-of-legal-type responsibilities, depending on the PSU’s structure.
- Build progression evidence through complex contracts, major disputes, regulatory work, compliance systems and leadership of counsel or junior legal staff.
Compensation context
Pay is highly employer-, grade-, location- and appointment-type-specific, so no single salary should be treated as the norm. As dated context only, BEL’s March 11, 2026 permanent-recruitment advertisement listed ₹50,000–₹1,60,000 with 3% annual increment for Assistant Manager (Legal), E-III, and ₹60,000–₹1,80,000 with 3% annual increment for Deputy Manager (Legal), E-IV. BEL stated that its package also included applicable allowances and benefits under company rules, such as DA, HRA, perquisites, PRP, insurance, medical reimbursement, provident fund, pension and gratuity.
Contractual PSU or government-linked roles can use very different remuneration models. For example, CMRL’s December 18, 2024 contract advertisement listed consolidated monthly pay for JGM (Legal) and AGM (Legal), alongside benefits under its HR policy. Always use the live official vacancy notice and applicable service rules to assess current compensation.
- Treat advertised basic pay or consolidated pay as dated vacancy-specific information.
- Check whether the appointment is regular, fixed-term or contractual before comparing compensation.
- Review the notice for DA, HRA, perquisites, PRP, medical cover, retirement benefits and other terms; these may vary by employer and employment basis.
