Quick facts
- Typical public employer
- State fisheries departments and their district-level fisheries offices; the exact cadre name, recruitment rules and appointment route differ by state.
- Core qualifying degree
- B.F.Sc. (Bachelor of Fisheries Science) is the standard professional undergraduate fisheries degree nomenclature recognised in ICAR minimum standards.
- B.F.Sc. knowledge base
- ICAR’s fisheries standards cover aquaculture, resource management, aquatic animal health, environment management, fish processing, engineering, and fisheries extension/economics/statistics.
What a Fisheries Development Officer does
A Fisheries Development Officer works at the implementation end of public fisheries development. District fisheries-office mandates in Assam include implementing, monitoring and evaluating Union and state schemes; identifying and delivering benefits to fish farmers, fishers and entrepreneurs; collecting and analysing planning data; supporting project reports; and providing extension services.
The work blends technical aquaculture support with public administration. Official district duties include baseline surveys of production and resource use, awareness programmes, advice on disease management and breeding, coordination with district administration, and implementation of fisheries rules. State departmental charters also describe scheme preparation and inspection, field surveys of water and fishery resources, technology demonstrations, progress reporting and maintenance of production records.
- Implement and monitor fisheries and aquaculture schemes and beneficiary assistance.
- Conduct field surveys, maintain fisheries data and support project proposals.
- Provide technical extension on fish culture, breeding, seed, disease prevention and protective measures.
- Run awareness or training activities and coordinate with local administration and departmental field staff.
- Inspect works and prepare periodic physical, financial and performance reports, where assigned.
Entry route after B.F.Sc.
The usual academic foundation for this node is B.F.Sc. ICAR’s minimum standards identify B.F.Sc. as the Bachelor of Fisheries Science degree and specify disciplinary coverage that aligns with state fisheries-development work. ICAR’s 2025 undergraduate admissions bulletin also lists B.F.Sc. as a four-year professional degree programme.
Appointment is made under state-specific service and recruitment rules rather than through one India-wide FDO examination. For example, the Andhra Pradesh Public Service Commission listed a Fisheries Development Officer notification in the A.P. Fisheries Service as limited recruitment in March 2024. Applicants should therefore read the live notification from the relevant state public service commission or fisheries department for the method of recruitment, eligibility, domicile or language conditions, age cut-off, reservation, examination stages and documents.
Do not assume that B.F.Sc. is the sole qualification in every state or every FDO grade: a 2021 Jammu & Kashmir FDO notification used postgraduate fisheries or specified zoology qualifications. Conversely, some related fisheries posts accept a wider set of fisheries and aquatic-science degrees. The governing notification is decisive.
- Complete B.F.Sc. from a recognised institution; build practical competence in aquaculture, health, extension and fisheries management.
- Track the state PSC and fisheries-department recruitment portals for the particular state cadre.
- Match the notification exactly: it may prescribe direct or limited recruitment and may set qualifications beyond, or different from, B.F.Sc.
- Prepare for the stated selection process only after confirming the current official syllabus and eligibility conditions.
Skills that transfer from B.F.Sc. to the role
The strongest technical base is practical aquaculture and fisheries management: fish and shellfish breeding and seed production, hatchery and farm management, water and soil analysis, aquatic animal health, fish-disease diagnosis and management, resource assessment, conservation and fisheries regulation. These are all areas identified in ICAR’s fisheries education standards.
Because the job is field-facing and scheme-based, officers also need extension and administrative capability: project formulation and finance, extension-programme planning, fisheries statistics, rural sociology, communication, record keeping and coordination. These capabilities directly support beneficiary outreach, reporting, technical advice and scheme monitoring in district offices.
- Aquaculture production systems, seed and hatchery management, feeding and farm operations.
- Water-quality and environmental assessment; aquatic-animal health and biosecurity awareness.
- Fisheries-resource surveying, data collection, statistics and report writing.
- Project appraisal, scheme documentation, beneficiary communication and field extension.
- Coordination with farmers, fishers, banks, local administration and departmental teams.
Workplace and field setting
This is generally a mixed office-and-field government role. A district fisheries office may cover wetlands, rivers, ponds, farms and other local water resources while delivering schemes and extension services. Field work can involve baseline surveys, farm or water-body visits, demonstrations, stakeholder meetings and inspections; office work includes beneficiary records, project proposals, data analysis, expenditure or progress reporting and coordination.
The exact posting pattern varies by state and cadre. An official Arunachal Pradesh fisheries charter places Fishery Officers at subdivision or circle level under a District Fisheries Development Officer, while Assam’s Dibrugarh district page identifies an FDO within the district fisheries-office structure. These examples illustrate why candidates should check the applicable cadre rules and vacancy notice for likely location and reporting arrangements.
- District, subdivision, block or circle fisheries offices.
- Government fish farms, hatcheries, ponds, wetlands, reservoirs and other production or capture-fisheries sites.
- Meetings and outreach with fish farmers, fishers, entrepreneurs, local bodies and district administration.
- Administrative reporting and monitoring work at the department office.
Compensation context
Pay is not nationally uniform for this title: it is fixed by the recruiting state, service rules, pay matrix and the specific notification. As dated historical context only, a Jammu & Kashmir official notice published on June 17, 2021 listed Fisheries Development Officer at Level 8, ₹47,600–₹151,100. That figure should not be treated as a current or universal FDO salary, and allowances, deductions, revisions and eligibility rules can change.
Before applying, use the pay level and scale in the current official advertisement for the exact state, department and recruitment cycle—not salary aggregators or another state’s notice.
- Treat any salary figure as state-, cadre- and notification-specific.
- Check whether the notice states a pay level, starting basic pay, scale, probation conditions and applicable allowances.
- Use the publication date of the notification when interpreting pay information.
