Quick facts

Service and entry post
Assistant Executive Engineer (AEE) is the entry appointment in the Border Roads Engineering Service (BRES), Group ‘A’. In the 2026 Engineering Services Examination (ESE), UPSC listed AEE (Civil) in BRES under Civil Engineering and AEE (Electrical and Mechanical) in BRES for Mechanical Engineering posts.
Recruiting route
The direct entry route is UPSC’s Engineering Services Examination, with service allocation based on examination merit, candidate preferences, vacancies and medical fitness.
Initial appointment and training
Selected BRES officers are appointed as AEE on a two-year probation, report to GREF Centre, Pune for induction training as specified in the appointment letter, and may have to pass departmental physical and written tests and the Young Officers course.
Service liability
An officer is liable to serve anywhere in India or outside it, including field areas in peace and war; BRES officers in BRO are also subject to specified Army Act, 1950 and Army Rules, 1954 provisions for discipline because BRO is a uniformed force.
Pay-level context
The Engineering Services Examination Rules notified on September 26, 2025 place both AEE (Civil) and AEE (E&M) in BRES at Pay Matrix Level 10. Actual monthly pay is variable because applicable allowances depend on posting and prevailing government rules.

Role and responsibilities

The rules state that the Director General Border Roads (DGBR) specifies duties for posts across the establishments under DGBR, rather than publishing one fixed duty list for every AEE posting. In practice, the role sits within BRO’s strategic-infrastructure mission: the organisation constructs and maintains roads, bridges, tunnels, airfields and other infrastructure in difficult terrain to support the armed forces and border-area connectivity.

BRO’s official description makes clear why this is a field-oriented engineering service: its projects operate across border and remote regions, and it identifies work in high Himalayas, the North-East, the Andaman and Nicobar Islands, and other demanding locations. An AEE should therefore expect technical responsibility to be shaped by the assigned Civil or Electrical-and-Mechanical establishment, project and location rather than by a single uniform desk-job description.

  • Work scope is assigned by DGBR for the establishment concerned.
  • The service’s engineering context includes strategic roads and associated infrastructure such as bridges, tunnels and airfields.
  • Assignments can combine project-site conditions with the discipline and conduct requirements of a uniformed organisation.

How to enter through UPSC ESE

The standard direct route is the UPSC Engineering Services Examination. For the 2026 cycle, UPSC listed AEE (Civil) in BRES in the Civil Engineering category and AEE (Electrical and Mechanical) in BRES in the Mechanical Engineering category. Final service allocation is not automatic on passing: it depends on final merit, the candidate’s stated service preferences, available vacancies and medical fitness.

For the 2026 examination, UPSC required a recognised engineering degree or one of the alternative professional engineering qualifications specified in its notice. The selection structure was Preliminary/Stage I objective papers, Main/Stage II conventional engineering papers and a Personality Test. The 2026 preliminary application deadline of October 16, 2025 and examination date of February 8, 2026 are past; applicants should treat future eligibility, vacancies, dates and post availability as cycle-specific and verify them in the next UPSC notice.

  • Choose the relevant ESE discipline: Civil for AEE (Civil), or Mechanical for the listed AEE (Electrical and Mechanical) BRES posts.
  • Meet the notification’s nationality, age, education, medical-fitness and other conditions for that specific cycle.
  • Rank highly, state BRES appropriately in service preferences, and complete the post-selection medical and appointment process.

Skills and attributes to build

A prospective officer needs strong command of the relevant engineering discipline. UPSC’s ESE scheme tests General Studies and Engineering Aptitude alongside discipline-specific Civil or Mechanical engineering papers, with the technical-paper standard approximately at an Indian engineering-degree level.

The selection process also explicitly assesses leadership, initiative, intellectual curiosity, tact, social qualities, mental and physical energy, practical application and integrity. Those attributes are especially relevant to a service with induction training, departmental physical and written tests, and postings that can include field areas in war and peace.

  • Civil or Mechanical engineering fundamentals aligned to the applicable ESE paper.
  • Engineering analysis, numerical reasoning and practical problem-solving.
  • Leadership, initiative, communication and professional integrity.
  • Physical and mental readiness for the prescribed training and demanding field-service context.

Workplace and service conditions

BRES is part of the Border Roads Organisation ecosystem. BRO describes itself as a strategic construction organisation that supports the operational readiness and logistics of security forces while delivering connectivity infrastructure. Its official account says it works through projects across 11 states, three Union Territories and Bhutan, with work in some of India’s most challenging terrain.

The employment setting is not limited to a conventional office location. The governing ESE rules make selected BRES officers liable for service in any part of India or outside, including field areas in war and peace, and provide for discipline-related application of specified Army Act and Army Rules provisions. The precise establishment, location and duties are determined by DGBR.

  • Possible work environments include project and field establishments as well as organisational headquarters functions.
  • Remote, high-altitude and otherwise difficult-terrain conditions are a central feature of BRO’s operating context.
  • Postings and allowances should be evaluated case by case because they depend on the assigned area and applicable rules.

Career progression

The 2025-notified ESE rules describe a defined BRES Group ‘A’ ladder. In the Civil cadre, the progression named is AEE, Executive Engineer, Superintending Engineer, Chief Engineer and Additional DGBR. In the Electrical-and-Mechanical cadre, the named ladder is AEE, Executive Engineer, Superintending Engineer and Chief Engineer.

Promotion is conditional rather than time-guaranteed: the rules say officers may progress after meeting prescribed conditions, and promotion remains subject to vacancies in the higher grade. This means career timelines can vary by cadre strength, eligibility, performance-related requirements and vacancy availability.

  • Civil: AEE → Executive Engineer → Superintending Engineer → Chief Engineer → Additional DGBR.
  • E&M: AEE → Executive Engineer → Superintending Engineer → Chief Engineer.
  • Two-year probation includes induction and departmental training requirements before regular career development continues.

Compensation context

As of the Engineering Services Examination Rules notified on September 26, 2025, the entry AEE post in both the Civil and E&M BRES cadres is at Pay Matrix Level 10. This is a pay-level reference, not a guarantee of a particular in-hand monthly amount.

The same rules state that officers posted in specified areas may receive special compensatory allowance and special duty allowance at prescribed rates, as well as free rations or an allowance in lieu of rations; HRA and other Central Government allowances may also apply, along with outfit allowance. Amounts, eligibility and take-home pay are variable and should be checked against the rules and orders in force for the eventual posting date and location.

  • Entry pay context: Pay Matrix Level 10 under the September 26, 2025 ESE rules.
  • Posting-linked benefits may include special compensatory and special duty allowances, rations or ration allowance, HRA and outfit allowance.
  • Do not rely on a static online salary figure: allowances and government pay rules can change.
