Entry routes: tourism education plus supervised booking experience
A practical route from the BTTM parent node is to combine tourism and travel-management study with hands-on experience in an established agency, tour operator, hotel, airline-sales environment or destination-management business before taking responsibility for client money and supplier commitments. UGC’s compendium identifies BTTM as a four-year bachelor’s route after 10+2; prospective founders should verify the current curriculum, eligibility and admission process directly with each university.
The early operating objective is not merely to learn destination knowledge: it is to become dependable at quotations, itinerary construction, booking workflows, supplier confirmation, travel-document guidance and disruption handling. The Ministry of Tourism’s definition of a travel agent and IATA’s travel-agency resources show that the role spans multi-supplier travel arrangements and airline-facing processes.
For a business selling air travel directly, assess whether an IATA travel-agent accreditation or an IATA TIDS identifier is commercially appropriate. IATA presents accreditation as a way to simplify relationships with participating airlines and ticketing/payment processes; requirements and financial criteria are country- and accreditation-type-specific, so it is not a substitute for evaluating the agency’s actual supplier contracts and cash capacity.
- Use BTTM or a comparable tourism, hospitality, commerce or business route as a foundation; do not treat a degree title alone as proof of booking competence.
- Build supervised experience with live quotations, fare rules, supplier vouchers, cancellations, refunds and traveller communications before operating independently.
- Decide whether the initial proposition is retail booking assistance, curated domestic packages, inbound travel, corporate travel, niche travel, or an online aggregation model; each needs different suppliers, working capital and service processes.

Capabilities to build before scaling
The core capability is to turn a traveller’s requirements into a feasible, clearly priced itinerary while coordinating transport, accommodation, sightseeing and related services. This follows the Ministry’s descriptions of travel agents and tour operators, which cover arranging tickets and tourism services, including transport, accommodation and sightseeing.
For international and air-travel work, founders need disciplined supplier and documentation workflows. IATA’s Travel Agency Program highlights accreditation, industry identification, airline relationships and Timatic travel-documentation information as operational tools rather than mere marketing credentials.
Customer communication and recovery management are equally important: the agency should be able to explain inclusions, exclusions, cancellation terms, supplier confirmations and what assistance it will provide when plans change. This is a prudent operating inference from the agency’s intermediary role and its responsibility for coordinating multiple travel suppliers.
- Itinerary design, destination research and realistic connection or transfer planning.
- Quotation, margin and cash-flow discipline, including separating supplier deadlines from client payment promises.
- Supplier contracting and confirmation control for airlines, rail, hotels, transporters, guides, activity providers and insurance distributors where applicable.
- Travel-document and entry-requirement research using authoritative sources and suitable industry tools; do not promise visa approval or represent third-party rules as guaranteed.

Operating model: choose the intermediary role deliberately
A conventional travel agency can sell and coordinate tickets, accommodation, tours and related assistance. A tour-operator model goes further by assembling transport, accommodation, sightseeing, entertainment and other services into a tour arrangement. The Ministry’s definitions support treating these as related but operationally distinct models: the latter normally requires stronger product design, supplier control and responsibility for delivery.
An OTA is an online intermediary or agent selling travel products on behalf of suppliers using the internet. The Ministry’s OTA guidelines describe marketplace-style functions such as listing service providers and connecting buyers with suppliers; they also describe commission or supplier-discount economics. A founder should decide whether the business is an advisor/agent, a package organiser, a marketplace, or a hybrid, because the payment flow, supplier terms and customer disclosures change with that choice.
For air distribution, IATA offers both accreditation pathways and TIDS identification. These are commercial/industry mechanisms that may help supplier relationships; they should be selected only after assessing the planned ticketing model, contracts, financial criteria and ability to manage refunds and settlement obligations.
- Start lean with a defined niche and a limited, vetted supplier set rather than attempting every destination and product category.
- Document a booking lifecycle: enquiry, quote, traveller approval, payment collection, supplier booking, confirmation/voucher issue, pre-departure check, in-trip support, reconciliation and post-trip resolution.
- Make the commercial role transparent in customer documents: what the agency is arranging, who supplies each service, what is included, applicable cancellation/refund terms, and the contact path for support.
- For an online marketplace, distinguish bookings sold on the agency’s own account from supplies made by other sellers through the platform; GST e-commerce-operator rules can be relevant to the latter arrangement.
Compliance: map activities before accepting bookings or money
The compliance path depends on the legal form, state or local operating location, sales channels and whether the business only arranges travel or also runs an online platform, collects money for other suppliers, sells foreign exchange or provides regulated ancillary services. For a company, MCA’s SPICe+ materials describe the incorporation form and name-reservation/incorporation workflow; founders should obtain professional legal, tax and accounting advice suitable to their chosen entity and state.
Ministry of Tourism recognition for travel agents, tour operators and OTAs is voluntary rather than a universal licence to conduct all travel business. It can nevertheless be a useful quality-signalling route. The current Ministry/NIDHI framework should be checked before applying because document requirements and procedures can change.
If the agency operates an e-commerce website or marketplace, review the Consumer Protection (E-Commerce) Rules, 2020 and amendments, alongside applicable consumer-protection obligations. If it qualifies as an e-commerce operator facilitating taxable supplies by other suppliers, the GST framework can include tax-collection-at-source obligations; the CBIC specifically identifies online travel agents operating through a digital/electronic platform as e-commerce operators for this purpose.
Foreign currency is a separate regulated activity. RBI states that money-changing business requires a valid licence, and that resident forex transactions must be undertaken through authorised persons for permitted purposes. A new agency should normally refer clients to or partner with appropriately authorised banks, authorised dealers or money changers unless it obtains the relevant authority itself.
If eligible, Udyam registration is available online without fee. It is an MSME registration facility, not a replacement for tax, consumer, foreign-exchange, corporate, local-business or sector-specific compliance.
- Choose and document the legal entity, ownership, authorised signatories, bank account controls and accounting process before taking substantial customer advances.
- Obtain GST advice tailored to the exact supply model, place-of-supply facts, turnover and platform role; do not rely on generic thresholds or rates without checking the current law.
- Use written supplier agreements and customer terms that state price components, cancellation/refund treatment, responsibilities, complaint contact details and the status of third-party services.
- Treat Tourism Ministry recognition, IATA status and Udyam registration as distinct programmes with different purposes; none automatically authorises money changing.
- Keep current records of bookings, invoices, supplier confirmations, refunds, customer communications and tax filings.
Growth paths: deepen product control, then broaden distribution
A sustainable progression is from assisted booking and a focused destination/product niche to curated domestic or inbound packages, corporate travel servicing, specialist segments, or an OTA/marketplace model. The Ministry distinguishes travel-agent, tour-operator and OTA functions, providing a useful framework for expanding only when the enterprise can support the additional supplier, cash-flow and customer-service responsibilities.
For air-sales growth, IATA accreditation can offer an airline-recognised agency identity, Billing and Settlement Plan participation and ticketing/payment-related access, while TIDS offers industry identification for agencies that do not need the same accreditation path. The appropriate option is commercial and depends on the intended supplier model and the relevant India requirements.
A quality-led growth path can also include voluntary Ministry of Tourism recognition. It should be approached as an operational-standard and credibility initiative, not as evidence that a business has approval to undertake every adjacent regulated activity.
- Stage 1: focused retail travel assistance and limited supplier relationships, with strong documentation and refund controls.
- Stage 2: curated packages or inbound/domestic itineraries after establishing dependable contracting, quality checks and emergency-support processes.
- Stage 3: corporate, group, MICE, education, pilgrimage, adventure, luxury, accessibility-focused or other specialist travel verticals, subject to the requirements of the underlying suppliers and activities.
- Stage 4: online distribution or marketplace operations only after building customer-support capacity, platform disclosures, tax controls and supplier onboarding governance.
- Reassess accreditation, recognition and technology choices as transaction volume, ticketing model and customer-risk exposure increase.
