GMDSS General Operator Certificate

The GOC is the broader of India’s two GMDSS certificate categories, alongside the Restricted Operator Certificate. For Indian citizens, an applicant must be above 18 years old on the date of examination and must meet an education or existing-credential route: 12th standard/equivalent with Mathematics and Physics; a valid Certificate of Competency (or equivalent) issued or recognised by the Directorate General of Shipping (DGS); or a valid WPC certificate of proficiency/equivalent.

Before the examination, applicants must complete the prescribed GMDSS equipment practical training at an institute approved by the Central Government. Separately, India’s Merchant Shipping STCW rules require people performing radio duties on a ship participating in GMDSS to attend an approved GMDSS General Operator’s Course and meet the competence standard in STCW Code section A-IV/2.

• The statutory route is aimed at applicants seeking authority to operate shipboard GMDSS equipment; it is not simply a classroom attendance certificate.
• Non-Indian applicants may be permitted to take the examination only subject to conditions and administrative clearance from the Ministry of Home Affairs and Ministry of External Affairs.

The current Telecommunications (Commercial Radio Operator Certificate of Proficiency to Operate GMDSS) Rules, 2024 prescribe at least two continuous weeks of practical training on GMDSS equipment, with a minimum duration of 96 hours, at a Central Government-approved institute. Actual institute calendars, batch dates, timetables, and training fees can differ, so candidates should verify approval status and the scheduled hours before enrolling.

DGS’s GOC training-and-assessment framework is aligned to STCW Table A-IV/1 for radio communication at the operational level. It covers transmitting and receiving information through GMDSS subsystems and equipment while meeting the functional requirements of GMDSS.

The framework includes search-and-rescue communications and IAMSAR procedures; avoiding and mitigating false distress alerts; ship-reporting systems; radio-medical services; the International Code of Signals; IMO Standard Marine Communication Phrases; and written and spoken English for safety-of-life-at-sea communication. It also addresses maritime mobile and satellite services, station types, frequency bands and propagation, and communication modes such as digital selective calling (DSC), radiotelephony, narrow-band direct-printing (NBDP), facsimile, and data.

Competence is demonstrated through practical operational procedures using approved equipment, a GMDSS communications simulator where appropriate, and radio-communication laboratory equipment.

• Distress, urgency, safety, search-and-rescue, on-scene, port-operation, ship-movement, and public-correspondence communications.
• GMDSS equipment operation and radio procedures across maritime mobile and satellite services.
• Radio spectrum, frequency bands, propagation, channels, modulation, and emissions.
• Practical communication handling and oral assessment.

After completing the eligibility requirements, the candidate applies to the Central Government through the notified portal for the GOC examination and pays the ₹1,000 examination application fee. The DoT service page identifies Saral Sanchar as the application and status route, with upload of the signed application and required documents, followed by examination, results, and certificate issue.

The examination comprises Part I written assessment and Part II practical/oral assessment. The Central Government publishes the applicable syllabus, venue, manner, date, time, and result-announcement date. Successful candidates receive a provisional certificate valid for six months and must apply for the final GOC within that period; applying after six months and up to two years attracts a ₹1,000 late fee, while a certificate is not granted after two years from provisional-certificate issue.

• Complete final-certificate application within six months of the provisional certificate.

As specified in the 2024 rules and reflected on DoT’s fee page, the GOC examination application costs ₹1,000. On successful qualification, the government charge for a 20-year GOC is ₹10,000, while lifetime validity costs ₹15,000, with lifetime defined as until the holder reaches 80 years of age. A late application for the final certificate after the six-month provisional-certificate period and up to two years carries an additional ₹1,000.

These are government fees, not a complete course budget. Training-provider tuition, accommodation, travel, identity/document services, and any provider-specific administrative charges are variable and should be confirmed directly with an approved institute before admission.

For a merchant-navy pathway, the GOC evidences the radio-operator qualification used for shipboard GMDSS duties. DGS’s STCW rules state that a person in charge of or performing radio duties on a ship required to participate in GMDSS must attend the approved GOC course, meet the STCW A-IV/2 competence standard, and receive the appropriate certificate and endorsement.

A 20-year GOC may be renewed for another 20 years or for lifetime by applying within one year before expiry and paying the prescribed fee, while meeting either the recent-experience requirement—at least six months’ total experience during the five years immediately before expiry—or by passing Part II of the examination. Applications up to two years late require a late fee; after two years, Part II is required, and the certificate cannot be renewed after five years from expiry.
